In New York State, you can get more time in jail for getting caught with a relatively small amount of marijuana, than you can for animal cruelty.

Take, for example, Jocelyn Evans, a Henrietta, NY woman who left her two dogs to die in 90-plus degree heat, by refusing to give them water, or provide them with shade at her 84 Sedgley Park home.

A Rochester, NY area veterinarian confirmed that the two dogs died of heat stroke.

The 41-year old Evans, who works as a director of government programs for Excellus Blue Cross Blue Shield, has been charged with failure to provide proper sustenance and adequate shelter to her two female dogs, a Rottweillwer Roxy and a Great Dane Blue.

But despite the fact that Evans intentionally and willfully neglected her dogs, the charges she faces are only misdemeanors, punishable by no more than $1,000 fine and no more than one year in jail.

But even then, the chances that Evans will do a year, let alone a day in jail, are slim to none.

If you ask me, for leaving two beautiful dogs to die in the heat, denying them water, Jocelyn Evans deserves to be chained to a tree in 90-plus degree heat, without so much as a drop of water, and left there to die herself.

Jocelyn Evans is due to appear in Henrietta, NY Town court on August 23rd.
