That's the number of Rochester, NY Police officers named in a federal lawsuit, and who were present when a 17-year old black youth was beaten after Rochester's annual Puerto Rican Festival in August of 2016.

According to the federal lawsuit, around 10:30 pm on August 7, 2016, Rickey Bryant was riding his bike on Remington in Rochester's northeast side, when Rochester cops rolled up on him, knocked him off his bicycle, hit him repeatedly while they were holding him on the ground, and tasered him under his arm.
As a result of the beating, Bryant suffered injuries including an orbital fracture on his face.
Not surprisingly, after an "internal investigation", the Rochester, NY Police Departnent found no wrongdoing on the part of any if its officers, and maintains that officers were responding to a 911 call for a man with a gun.
Rickey Bryant was not arrested or charged with any crimes.
The Rickey Bryant case has been exploited by Rochester, NY Mayor Lovely Warren and Mayoral candidate Rachel Barnhart, a former Rochester television news reporter, who have used the case to gain the political support of Rochester's black community, in order to get votes.

Neither Warren, who is black, and who has a long history as both Rochester City Council President and as Mayor, of condoning rogue Rochester, NY Police officers racially profiling and abusing minorities, nor Barnhart who is white, and who during her news career always defended the Rochester, NY Police Departnent, care about police abuse.
As someone who has personally been affected by police misconduct, it's disgusting to see politicians sensationalize and exploit police brutality for personal, and political gain.
