Rochester, NY Cop Who Was Once Involved in Ticket-Fixing Scandal Continues to Show He's Above the Law

What do you think when you hear the words "Police misconduct"?

How about "Police abuse"?

What immediately pops up in your mind when you hear those words?

Well one thing most folks probably wouldn't think about when they hear those words, is parking.

As in police officers parking where they want, when they want.

In fact, over the years I've been amazed to see how many folks have absolutely no problem looking the other way and giving police officers a free pass when it comes to the very well known double standard, and self entitled mindset which the badge and uniform gives police officers, making them feel "above the law."

Sadly, these same cop apologists who are quick to give cops a free pass, and who would say that my exposing the way cops park their official vehicles is petty, fail to realize that it's not merely parking, but that the very act of law enforcement officers parking wherever they want, whenever they want, however they want is indicative of that "above the law" mindset that police officers go around believing they have.

It's the "Do as I say, not do as I do" mentality.

I say that because you or I would have our vehicles ticketed or towed if we parked the way some of these police officers do.

And it's a slippery slope.

By looking the other way and giving these cops a free pass when it comes to things like parking, it just reaffirms in their minds that they truly are, above the law.

Enter Rochester, NY Police Sgt. Karl Berg, who not only refused to take any accountability for his above the law mentality, but simply told me to contact the R.P.D.'s public affairs office, after I approached him about his illegal parking.

Tuesday morning, Rochester Police Sgt. Karl Berg parked his tax payer funded official marked police cruiser illegally, in front of an Asian restaurant on Monroe Avenue in Rochester, because, well, he was too lazy to find a legal parking spot.

And oh yeah, because he can.

Check out the video below as I confront Sgt. Berg, who at first tries to play clueless as to his having  parked illegally, and then tells me to call the R.P.D.'s Public Affairs Office, before slamming his cruiser's door in my face, and driving off without even putting his seatbelt on.

Not surprisingly, it turns out that Sgt. Berg was involved in the Rochester, NY Police Department's ticket-fixing scandal which made news headlines in 2012.

That's when a month-long investigation by Rochester, New York’s Democrat & Chronicle newspaper revealed that the Rochester, NY Police Department was regularly fixing parking tickets for fellow police officers, their familes and friends.

One case involved Rochester Police officer Paul Dondorfer who illegally parked his Chevy Suburban outside a popular East Avenue bar in a handicapped space reserved for people with disabilities.

Two days later, a Rochester Police Department Lieutenant voided the $ 100 ticket with the excuse, “Handicapped passenger on board. Courtesy extended.”

In another case, Rochester, NY Police Lt. Frank Alberti received a $ 35 ticket for parking his Jeep in a no-standing zone outside Geva Theatre Center in December of 2011.

The very next day, the ticket was voided with the justification, “Courtesy extended at Geva Theatre.”

In March 2011, Rochester Police officer Gregory Vasile dodged a $ 35 fine for displaying an expired inspection certificate in his Dodge Sedan.

The reason for the void?

“Professional courtesy.”

A month later, RPD officer Vasile had still not renewed the inspection which had expired 10 months earlier, and was ticketed again.

And, again, the ticket was voided.

The reason?

“Professional courtesy.”

Rochester Police Officer Dennis Cole received nine tickets totaling $225 in fines over two years for parking at expired meters outside a stadium at the University of Rochester, where he was an assistant football coach at the time.

Every ticket was voided, mostly with dubious or no explanations.

In one case, tickets Cole and a fellow coach had received minutes apart in August 2011 were voided with the explanation, “Volunteers working at school — courtesy extended.”

When reached by phone by newspaper reporters, Rochester Police officer Dennis Cole directed inquiries to a police spokesman. “Obviously, that’s nothing I can comment on,” he said.

And then there's Rochester Police Sgt. Karl Berg.

In 2010, before Berg was promoted to Sgt., he received three tickets for parking his Lexus in a No-Parking zone outside his house in the Corn Hill section of Rochester.

All three tickets were voided.

One of the void forms read, “Courtesy extended — Corn Hill resident.”

But that's not all.

Rochester, NY Police Sgt. Karl Berg once even submitted, and approved a void, which is a breach of protocol, for a ticket issued to a motorist parked illegally in front of his house.

In filling out the void a day after the ticket was issued, Berg wrote, “Vehicle moved — courtesy extended.”

Reached at his home by D&C newspaper reporters in 2012 for their ticket-fixing scandal story, Berg declined to comment.

Four years later, we see Rochester, NY Police Sgt. Karl Berg hasn't changed one bit.

City of Rochester, NY Official Caught on Video Driving Up Wrong Way on One-Way Street, On Way to Meet Wife at Bar,Tries to Hit My Camera; "I'm On My Time!"

When it comes to exposing official misconduct, one of most commons I get from folks is, "Why?", "Why do you do it?"

My answer is simple.

Because it disgusts me to see public officials, who are paid by our tax dollars, violate the public's trust in them, by abiding their authority and positions of power.

Case in point.

Saturday afternoon, just three days after having my "DavyVTV DASHCAM" set-up in vehicle, I observed a City of Rochester. NY official vehicle, a white Ford Escape driving erratic, peeling out and screeching its tires.

I turned on my DASHCAM and decided to start filming.

And I'm glad I did.

As the driver of the official vehicle, a male white, approached Probert Street, a one-way street which runs parallel to the East Avenue Wegmans Food Market, he turned onto the one-way street.

The wrong way, onto oncoming traffic.

Forced to continue straight, I made it to East Avenue, then headed towards the intersection of Probert Street.

That's where I observed the City of Rochester official vehicle, waiting to turn onto East Avenue.

The City of Rochester official vehicle then turned into a parking lot, and I pulled in after.

That's when I walked up to the City of Rochester, NY public official, who as you'll see in the video below, refused to give me his name.

Luckily, his name was on his uniform.

"Inv. Miller."

Investigator Miller.

It's important to note that Investigator Miller parked in front of The Dr.'s Inn bar.

Watch the video to see how he not only refuses to take any accountability for his above the law reckless actions, putting innocent lives at risk, but also pay close attention how he begins to walk toward me, at one point getting so close that he almost hits my phone.

In fact notice how I'm forced to continue to back up to avoid him from coming in contact with me.

Toward the end of the video, a woman believed to be City of Rochester, NY Invesigator Miller's wife tries to  justify his reckless actions, saying they were meeting for lunch.

Harris Corporation is Everything Edward Snowden Warned Us About... And More.

Rochester, NY is the 5th most watched city in the U.S.

When I say "watched", I mean as in surveillance.

As in Big Brother.

As in Big Brother is always watching you.

Harris Corporation is one of the nation's biggest tactical and surveillance communications company.

In 2014, Harris Corporation was named one of the top five Federal contractors by Defense News.

The following year, in 2015, Wired Magazine ranked Harris Corporation (tied with the U.S. Marshals Service) as the number two threat to our privacy and communication.

WikiPedia describes Harris Corporation as follows:

"Harris Corporation is an American communications company, defense contractor and information technology services provider that produces wireless equipment, tactical radios, electronic systems, night vision equipment and both government, defense and commercial sectors. Headquartered in Melbourne, Florida, the company has approximately $8 billion of annual revenue and more than 23,000 employees, including 9,000 engineers and scientists."

For years I've tried to tell people that Harris Corporation, whose headquarters are located in Melbourne, Florida, but its tactical communications division is located in my hometown of Rochester, NY, is working with law enforcement to conduct surveillance on citizens.

One way Harris Corp. helps law enforcement, not just in Rochester, but throughout the U.S., spy on citizens is with their StingRay technology.

When local and federal law enforcement agencies were  prevented by a U.S. Supreme Court decision to use GPS devices without a warrant so they could track and spy on citizens, these agencies turned to StingRay.

And while most Rochester, and Monroe County, NY residents are completely oblivious to Big Brother watching them, the fact is they're everywhere.

Tbursday morning, as I was driving on Interstate 590 North, I couldn't help but notice a white Ford panel van who seemed very insistent on following closely behind me, despite the fact that I was in the right lane, doing the 55 MPH speed limit.

This went on for at least a mile, before the van finally decided to pass me.

It was a Harris Corporation van with three men inside, one in the back, who seemed to be manning some sort of electronic equipment.

Photo Taken at Pro-Confederate Flag Rally at Stone Mountain Truly is Worth a Thousand Words

We've all heard the saying a million times.

"A picture is worth a thousand words."

That saying would best describe the photo above, which shows a Georgia police officer giving an armed white man who is seen reaching for his gun, unending patience.

The photo was taken during yesterday's pro-confederate flag rally in Stone Mountain, Georgia.

But although the photo is worth a thousand words, I don't need a thousand words to describe what feel
when I see it.

I can do it in just 32 words.

If that had been a black or Latino man reaching for his gun, while having an assault rifle hanging over his left shoulder, he would have been shot dead by that cop.

U.S. Veterans Say VOC Director Todd Baxter Ordered Rochester, NY Cops to Conduct Unconstitutional Searches; "Does the 4th Amendment Not Count if You Are a Vulnerable Homeless Veteran?

They've sacrificed so much fighting for their country.

Many never returned.

Those who did make it back home from combat suffer from PTSD, depression and other mental health issues.

Some have no home.

They're our U.S. Veterans, and they're often overlooked.

Ignored.

And forgotten.

In Rochester, NY U.S. Veterans are trying to make sense out of an incident which occurred last week where they say their constitutional rights were violated.

The veterans are hurt, and feeling betrayed by a man they thought they could trust. 

That man, Todd Baxter, the Director of the Rochester, NY Veterans Outreach Center, or V.O.A., and the former Greece, NY Police Chief.

Here's what the veterans say happened.

On Friday March 18th, three Rochester, NY Police officers with K-9 dogs burst into the VOC's Richards House, a homeless shelter located at 290 Cypress St. in Rochester's South Wedge neighborhood.

According to the veterans, the Rochester Police officers went through the entire house with their K-9's, even entering locked rooms, searching through the veterans' personal belongings.

Without a warrant.

But perhaps even more disturbing is what one of the veterans told me, about who was behind the search by Rochester, NY cops.

None other than Todd Baxter.

Yes.

VOC Director Todd Baxter.

"Recently, Todd Baxter authorized the VOC's  Richards House as a training pit for the Rochester, NY Police Department's K-9 unit," said the veteran, who asked me not to publish his name out of fear of retaliation.

"The police arrived and ordered all the veterans out of the house," the veteran said.

"Then they ransacked everything, they went through our sleeping quarters."

The veteran said that the whole time the police searched their rooms and their belongings, the VOC staff didn't say a word.

"There was no explanation from any of the VOC staff, or the Rochester Police officers," the veteran said.

Below is a social media post the veteran posted on social media regarding the incident.

"Does the 4th amendment not count if you are a vulnerable homeless veteran?  Why didn't Mr Baxter have the police ransack his home, or one of the board members? Did management assume that because many of us suffer from mental disabilities (PTSD) , substance abuse and homelessness that we shouldn't have a voice nor basic rights under the consitition?Does the right to  privacy under the 4th amendment not apply to us because we are too weak and desperate?  Why should the veterans be exploited to benefit the establishment? Most veterans have been through hell and back... we came to you  (VOC) for help, instead we became your pawns."

For those not familiar with Todd Baxter, let me tell you a little about him.

Todd Baxter is a retired Rochester, NY Police officer, who went on to become Chief of Police for the Greece, NY Police Department, a police force with a long history of misconduct and corruption.

Baxter then retired from the Greece Police Department and went on to be named the Director of the Veterans Outreach Center.

And just recently, Todd Baxter went to work as a patrol officer for the Ogden, NY Police Department, making many Monroe County, NY taxpayers questionpension  double-dipping.

Or is it pensions?

As someone who for years has exposed incidents of misconduct and corruption by law enforcement officials, and individuals in positions of authority, I find this incident very disturbing.

It seems Todd Baxter, who obviously still enjoys some great connections with his old cop buddies, is using his position, connections, and public figure image to abuse the less fortunate.

The down and out.

For Todd Baxter to authorize illegal and unconstitutional searches of U.S veterans, many of whom have been traumatized enough already, many of whom suffer from PTSD, and to have cops with dogs burst into a home which is supposed to be a safe haven for these veterans, and subject them to illegal searches, is disgusting.

Rochester, NY Democrat & Chronicle Newspaper Refuses to Issue Apology After Falsely Reporting Black Man Shot at Brighton Police (UPDATED)

For years I have written about the close relationship that mainstream news media has with law enforcement.

Basically, here's how it works.

Mainstream news media and its reporters depend on police to feed them tips, leads, press releases, hearsay, and general info.

Simply put, mainstream news media can't function, let alone survive, without law enforcement keeping them "in the loop" when it comes to developing news stories.

Which is why I always say that since mainstream news media depends on being fed by law enforcement, naturally, it makes sense that they would be very careful not to bite the hand that feeds them.

In other words, whenever possible, mainstream news media will throw law enforcement a bone.

This can happen in a few different ways.

Often times, mainstream news media will simply ignore allegations of police misconduct, by refusing to report on it.

Call it  "See No Evil, Speak No Evil, Hear No Evil."

Other times, if they do decide to report on incidents of police abuse, or official misconduct, mainstream news media will put kid gloves on when covering such cases.

They'll go easy.

Or, mainstream news media, in an attempt to not burn any bridges with the hand that feeds them, will spin incidents of police misconduct or corruption, in order to help law enforcement justify their injustices and atrocities.

And sometimes mainstream news media will just flat out lie to protect cops.

Case in point.

A Tuesday morning Rochester, NY Democrat and Chronicle newspaper story about an incident in Brighton, NY, a suburb of Rochester, where Brighton Police officer Brad Steve, who was responding to a domestic disturbance call at Briar Manor Apartments shot at Tyler Keys, a young black man, after the officer claimed Keys tried to hit him and fellow officers with his car.

Keys is alleged to have gotten into a domestic dispute with his girlfriend in the town of Webster, NY, then drove to his mother's apartment in Brighton, where police were waiting for him.

Attending a Brighton, NY Police press conference Tuesday afternoon,  Jon Hand, a seasoned Democrat and Chronicle reporter, and Mary Chao, who normally writes a real estate column for the paper, wasted no time in putting together a piece for the D&C.

In that piece, under a mugshot of Tyler Keys, a caption read: "Tyler Keys, accused of shooting at Brighton police officer." (SEE VIDEO BELOW)

That's a lie.

Tyler Keys never shot at any Brighton, NY Police officers.

And the Brighton, NY Police Department never accused Keys of firing at their officers.

It never happened.

In fact, it's quite the opposite.

Brighton Police officer Brad Steve is the only one who did any shooting, discharging his service weapon.

Twice.

At 1:00 a.m.

In the middle of an apartment complex.

Both shots missed Tyler Keys and his vehicle.

Both shots became stray bullets, with no name on them.

Flying through the night air.

As families with young children slept in their nearby apartments.

I want to be clear about something.

I don't know what happened.

I don't know if Tyler Keys really did drive his vehicle at a police officer, trying to hit him.

And if he did, in no way do I condone that.

But what is known is that Tyler Keys never shot at police.

Again, it never happened.

And for Rochester's mainstream news media to falsely report that it did, is very irresponsible.

Not to mention the ramifications the false reporting can bring, including the possibility of tainting the court of public opinion, and, any potential jury or grand jury proceedings, and as a result preventing Tyler Keys from having a fair trial,

I reached out to Mary Chao, and Jon Hand Tuesday afternoon.

John Hand never returned my calls.

As for Mary Chao, after going back and forth on Twitter, where at first she seemed clueless about the false reporting on her own story, and then seemed to want to distance herself from it altogether, even  tweeting me to contact her editor, Angie Nassar, I was able to reach Chao by phone.

I asked Mary Chao about her story with her name on it, and the false reporting.

"I don't know how that happened," Chao said.

"I don't understand it, we're puzzled but that's wrong because I was at the press conference and that's not what happened, he's (Keys) not accused of shooting at police."

So I asked Mary Chao again, how cam it be that she has no explanation, when it's her story.

There was a long pause.

"I think someone doesn't want to admit to it," Chao told me.

Hmm...


UPDATE: After my story exposing Rochester's Democrat and Chronicle newspaper's false reporting, the paper edited their online article.

However, the newspaper did not issue any apology to its readers for the false statement, nor did they nake any mention of it whatsoever.

Gates, NY Police Chief James VanBrederode Justifies his Cop Shawn O'Mara Beating 15-Year Old Over Cell Phone (UPDATED)

In an interesting development in the case, John Parrinello, a Rochester, NY attorney who was hired by Stephanie Petrillo, has advised the family that he is no longer interested in the case.

Apparently Parrinello reached a "deal" with Gates Police after viewing the video.

The video which Gates, NY Policd Chief James VanBrederode refused to show the public, making several excuses, including saying that he could not release the video because Joe is s minor.

If that was really the case, Chief VanBrederode could have easily blurred Joe's face in the video and still allow the public to view the video of a police officer beating a 15-year old.

I don't know what the attorney saw.

In fact we will never know, because again, Gates Police Chief VanBrederode refused to release the video.

But what I do know is that if there's one thing I despise more than a dirty cop, it's a dirty lawyer.
 
You see, John Parrinello,, interestingly enough was arrested by Gates, NY Police in a prostitution sting last year.

So ask yourself...

Would you trust a lawyer who was arrested for soliciting a prostitute, by the same police department who he now meets with in a behind closed doors meeting, and works out a back room deal with that same police department's police chief in the case of a child who was beaten by a cop?

Frankly, I'm not the least bit surprised.

For years I've talked about how the entire Rochester, NY area is a "Good Ol' Boys" town.

Full of dirty and corrupt cops, officials, politicians, judges, and lawyers.

Imagine this for a moment.

Your 15-year old child is assaulted in school, not by another child, but by the very same people you expect would protect your child.

A police officer.

That's exactly what Stephanie Petrillo says happened to her 15-year old son Joe.

Friday morning, Joe, who attends BOCES 2 School in Gates, NY, a suburb of Rochester, asked Principal Mary Vito for his cell phone.

According to Joe's mother, it's normal school policy that cell phones are collected from students every morning.

But being thst it was Joe's lunch however, he wanted his phone to call his mother.

Stephanie Petrillo says that principal Mary Vito told Joe she was not going to give him his phone.

Both Joe and the school principal went back and forth with Joe again asking for his phone so he could call his mother.

So how do things go from a 15-year old child asking for his cell phone to call his mother, to looking like he was just in a UFC fight?

Enter Gates, NY Police officer Shawn O'Mara, a 25-year veteran and the school resource officer for the past three years.

"He grabbed my son, who is maybe one hundred and twenty pounds, like a bean pole, and he slams him on the floor, handcuffs him and then starts punching my son in his face," Petrillo said.

"This is a police officer who weighs more than two hundred pounds, and he beat my son."

Now as disturbing as it may sound to hear a police officer assault and beat a student, having done this as long as I have, unfortunately, I can't tell you I'm
surprised.

What I can tell you that I'm disgusted and surprised by is what happened next.

With a handcuffed Joe crying and his face swelling up with welts from Gates, NY Police officer Shawn O'Mara's fists, Joe was placed in the back of O'Mara's cruiser, and along with the school principal, Joe was dropped off at his home, where the only thing they told his mother was that Joe suffered the injuries to his face after he became upset and fell on the floor while being restrained by officer O'Mara.

At no time did Gates, NY Police officer Shawn O'Mara or school officials seek any type of medical treatment for Joe.

None.

In fact, it was Joe's mother who took him to the emergency department after her son was dropped off at her home.

Joe suffered an orbital fracture, concussion and multiple contusions.

While at first Joe's mother informed me that he was not charged with any crimes, it now appears that Gates Police charged the 15-year old with resisting arrest, menacing, and grand larceny.

Gates Policd Chief refused to elaborate on the grand larceny charge but if he was charged with grand larceny over his own phone then that would be very disturbing.

According to Gates, NY Police Chief James VanBrederode, his cop Shawn O'Mara did punch 15-year old student Joe but only after the 15-year old threatened to punch his officer.

In other words, Chief VanBrederode thinks it's ok for a man more than twice the size of a skinny kid, to beat his face to a pulp.

Chief VanBrederode says video surveillance footage from officer O'Mara's bodycam proves that officer Shawn O'Mara was justified in punching the student.

Of course Chief VanBrederode is refusing to release that video.

But what Gates, NY Police Chief James VanBrederode wouldn't explain was how his officer refused to get medical attention for a 15-year old he assaulted. 

All Chief VanBrederode would say is that the school nurse treated Joe for his injuries.

The school nurse?

Hmm...

Who is this Chief trying to fool?

Only cop apologists would buy his bullshit.

The more educated part of our society knows when we're they're trying to fool us.

School nurses don't "treat injuries."

In fact your child is lucky if they get an ice pack nowadays from their school nurse.

School nurses don't even dispense pain medicine.

And school nurses certainly don't do x-rays, for example.

Simply put, school nurses are not trained to assess or "treat" injuries such as Joe suffered.

He needed a hospital.

Not a nurse's office.

But Gates Police Chief James VanBrederode knew that, and so did his bully cop Shawn O'Mara.

And that's why they didn't want to take Joe to the hospital.

They wanted to try their best to hide this.

As for the Gates, NY Police Department refusing to release the bodycam video which they claim
justifies officer Shawn O'Mara's beating of a 15-year old child, it's interesting, considering they seem to have no problem posting other videos of officers on the field.

The photos below are screenshots of a video which the Gates, NY Police Department posted on their Facebook page, showing officers inside a home, chasing a suspect who jumps out of a window.

Again, it's interesting how Gates Police won't release the bodycam video of their officer punching a 15-year old, even though Chief VanBrederode got in front of Rochester, NY mainstream news cameras, and said the video justifies his cop's actions.

Release the video Chief!

Rochester, NY Police Officers Look The other Way, as Thousands of Drunk, White St. Patrick's Day Partiers Trash Historic George Eastman Neighborhood, Drive Drunk


Rochester's Historic East Avenue Neighborhood Littered with Red Solo Cups and Trash

If you're black or Latino in Rochester, NY, and are in possession of an open alcohol container; i.e.; a bottle or can of beer, Rochester, NY Police will issue you a ticket for violating the City's open container law, and, in some cases, especially if you have the misfortune of running into a dickhead cop, you may even get arrested.

If you're a white college student, or young elite professional, well, drink away, because chances are Rochester, NY cops will just look the other way.

That's exactly what happened this past weekend, as thousands of drunk, white college students and young professionals flocked to Rochester's downtown East End District, for the City's annual St. Patrick's Day Parade.

And boy did they get shitfaced.

I mean they got wasted.

Some even stumbled to their cars, (SEE VIDEO BELOW) and then got behind the wheel, driving away drunk, putting countless of innocent lives at risk.

All as Rochester, NY cops looked the other way.

Mary Alton has lived in Rochester, NY's historic East Avenue neighborhood for 50 years.

Mary's home, which is just a stones throw away from Kodak Founder George Eastman's East Avenue mansion, was one of many homes where drunken St. Patrick's Day partiers relieved themselves and dumped empty alcohol containers, red solo cups, pizza boxes, and half eaten slices of pizza.

"It's not right," Mary told me, as she picked up the empty cups and containers off her front lawn.

"I understand they want to party, I get it, but to trash and trespass on other people's property?"

"It's not right."

One so drunk that she nearly fell flat on her face while crossing the street.

I hate to even imagine just how different it would have gone down, if instead of thousands of drunk whites, it had been thousands of drunk blacks and Latinos littering, trespassing, pissing on homeowners lawns, and driving away drunk.

Of course, you'll never see Rochester, NY's mainstream media expose or in any way address just how thousands of white college students and young professionals are given a free pass by Rochester, NY Police to get drunk, litter, trespass, relieve themselves and then get behind the wheel, putting innocent lives at risk.
